IndyCar Appoints New Leadership Team for Next-Generation Car Development

IndyCar's technical leadership for its new-car project has been reorganized under Penske Entertainment's direction, with two non-racing executives taking the helm.

Penske Entertainment CEO Mark Miles and Penske Automotive Group COO Rich Shearing will lead the future chassis and engine formula development. New IndyCar president Doug Boles joins them following Jay Frye's departure. Notably, none of the three leaders have direct race car design or engineering experience.

Miles clarified his observational role, emphasizing stakeholder involvement and proper questioning. Shearing, described as the project's "quarterback," brings engineering and business expertise despite being new to IndyCar. His background in systems and process development has earned praise from team owners.

Key aspects of the new structure include:

  • Regular Wednesday meetings involving IndyCar's technical and engineering teams
  • Mark Sibla's continued involvement in project management
  • Significant input from Ilmor, the Penske-affiliated engine company
  • Roger Penske's direct involvement in key decisions

While initially targeted for 2027, the new car formula may not debut until 2028. Miles emphasized that getting it right takes priority over meeting specific deadlines, stating, "If it's not doable with clarity and certainty, then we won't put it out for '27."

The project aims to attract additional manufacturers while maintaining competitive balance between current partners Chevrolet and Honda. The leadership team is focused on ensuring the development process serves both current stakeholders and future growth opportunities.
